Transcript of THE $30B CHINA SURPRISE: Why Bessent Just Met Secretly at JPMorgan!
Wall Street Truthbombs
0:00On Sunday morning, a motorcade pulled up0:02to the global headquarters of JP Morgan0:04Chase on Park Avenue in Manhattan. There0:07was no press conference. There were no0:09cameras on the sidewalks. And the men0:11who walked into that building were not0:13there to talk about banking. But at the0:16end of this video, you're going to0:18understand exactly what Treasury0:19Secretary Scott Besson and Beijing's top0:22economic envoy were quietly negotiating0:25behind those closed doors. Why the0:27official tough talk on tariffs just took0:29a silent $30 billion detour and the0:32single law that signed on Friday that0:35put a 100% gun on the table before0:38President Trump meet Xiinping at the0:40White House this coming Thursday. My0:43friends, there is a peculiar thing about0:45Manhattan real estate that everybody in0:48high finance understands. When diplomats0:51want to make a public statement, well,0:53they go to the United Nations. That's0:55over on 1st Avenue. They stand in front0:58of a green marble podium. You've0:59probably seen that on TV. And they1:01posture for the microphones. But when1:03sovereign nations need to cut a real1:05balance sheet deal behind the back of1:07the news cycle, they don't go to a1:09government embassy. They go to a1:10commercial bank tower on Park Avenue.1:14Because a bank tower is where you go1:15when the numbers on paper stop working1:18in the real world. And over the last1:20weekend, the numbers officially stopped1:23working. So, let's look at who sat in1:26that room first because the guest list1:29tells you the whole story before a1:31single document is actually read. On one1:33side of the table sat Treasury Secretary1:36Scott Besson alongside United States1:38Trade Rep. Jameson Greer. On the other1:41side sat Chinese Vice Premier Hu Lee1:44Fun, the man who directly oversees the1:47entire economic and industrial machinery1:50of the People's Republic of China. And1:53they didn't fly across the world to1:55shake hands and eat lunch. Believe me,1:57they sat down because the current trade1:59truce carries a hard deadline of2:01November 10th. And more importantly,2:03because both sides are walking into a2:05collision on Thursday afternoon when2:07President Trump and Xi Jinping sit down2:10face to face in Washington, DC. So why2:14do the talks happen in a bank? because2:16Washington and Beijing just hit a2:19reality check that neither side can2:21admit on television. Let's get into what2:24they talked about. But before we do, if2:26you like this type of content, please2:28click like and don't forget to2:29subscribe. It's really important to be2:30in the know about this stuff. This is2:33where you learn about it. Okay, now2:35here's the part sitting directly beneath2:37the surface that almost nobody reported2:39the other day.2:41Every headline on cable news for the2:43last 3 weeks has been telling you that2:45trade wars are escalating, that tariff2:47walls are going higher and that global2:49supply chains are about to be slapped2:52with unprecedented protectionist2:54penalties. That's the public posturing.2:56Now look at what Greer and Besset2:59actually put on the desk at JP Morgan.3:02They began compiling a specific3:04reciprocal list covering $30 billion of3:07bilateral trade in so-called3:10nonstrategic goods. $30 billion that and3:14so what is on that list? Well, there was3:16American agricultural exports, bulk3:19energy shipments, commercial plastics,3:21consumer component level hardware and3:23things like that. Read that again and3:25you know what that all means. That is3:28not an escalation. That is a reciprocal3:32retreat. And if you want to sit with uh3:34and I want you to sit with why3:36Washington is doing this right now,3:38specifically strip out the talking3:40points and look at the kitchen table, my3:43friends, because the kitchen table,3:45that's where you and I have our3:47discussions. Headline inflation right3:49now is still hovering stubbornly around3:523.4%.3:53Regardless of that number, you know what3:56I'm talking about. It is there. Crude3:58oil has been drifting between $100 and4:00$18 a barrel over the last 10 days or4:03so. Retail gasoline, yes, pushed to $44:07and484:10nationally just yesterday morning. And4:12the Federal Reserve just raised the cost4:14of money unanimously to 4%. In case you4:17missed those headlines, I'm sure you4:19haven't. If you slap a sweeping new wave4:21of 60% tariffs across general consumer4:24imports on top of $100 oil and $44:28gasoline, you don't just punish Beijing,4:31you crack the American consumer in half4:33before the holiday shopping season and4:35weeks ahead of a well, not surprised to4:38hear this, a midterm election.4:41Washington simply can't afford another4:43supply chain shock. So Besson went to4:45Park Avenue to quietly build a pressure4:48release valve. But don't think for a4:50second that this was a voluntary charity4:53mission because Bessa carried a weapon4:56into that bank tower that no trade4:58negotiator has ever held before. And5:02this is the shadow data that nobody5:04connected over this past weekend. You5:06know, I love the shadow data. On Friday,5:09September 18th, while everybody,5:11including President Company, was5:12watching the Bank of Japan hike interest5:14rates to a 31-year high, the president5:17signed a House Resolution 5334 into law.5:21What? House Resolution 5334. That's5:24right. In Washington, they call it the5:26Lindsey Graham Act. Buried deep inside5:29that legislation is a statutory5:31mechanism that gives the White House5:33direct authority to levy sanctionary5:36tariffs of up to 100% on any country5:40that remains a primary primary buyer of5:43sanctioned Russian or Iranian crude oil.5:46And who's the single largest buyer of5:48Iranian Russian seaborn crude oil on the5:50planet earth you ask? You know the5:52answer. China. The United States didn't5:56just go to Park Avenue to offer a $305:58billion carrot on farm goods and6:00plastics. No way. Bessent laid a 100%6:04secondary sanctions hammer squarely on6:07the table. He told Beijing very clearly,6:10"We can sign a carveout deal on $306:12billion of non-strategic goods or we6:15could enforce the new powers under 53346:18and effectively literally shut down your6:21energy imports overnight." And that6:24brings me to the third piece that was6:26hammered out in that private suite.6:28Something that sounds like science6:30fiction and is already written into the6:32draft framework. Get this, an artificial6:35intelligence notification mechanism.6:38Yeah. For months, tech chiefs and6:40Silicon Valley executives have been6:42warning that the frontier model race is6:44spiraling into dangerous autonomous6:46compute misalignment. I'm sure you saw a6:49lot of that noise last week. Well, last6:52week we watched top executives publicly6:54call for global pacing of AI6:56development. Remember that? So, what did6:59Besson and Hutong agree to at JP Morgan?7:04Well, they agreed to set up a formal7:06bilateral channel specifically to notify7:09each other before Frontier models with7:11advanced cyber and autonomous agent7:13capabilities are deployed. Whoa. Think7:16about that for a second. The two largest7:18superpowers on Earth are openly7:21admitting that they don't just need to7:22control steel and soybeans anymore. No7:25way. They need a red telephone for7:27cognitive infrastructure. Whoa. Now, I7:31owe you the honest counter case cuz you7:33know I always share that. Uh I'm not7:35here to tell you that peace has7:36permanently broken out on Wall Street.7:38No way. First, Thursday's summit between7:41Trump and Xihinping at the White House7:43is a volatile one by definition. No7:46question, a working group at JP Morgan7:48can draft a $30 billion compromise list,7:51but all it takes is one unscripted7:53moment in the Oval Office for the deal7:56to blow apart. Imagine that, an7:58unscripted moment in the Oval Office.8:01Not likely, right? Okay. Second, Beijing8:04holds its own leverage and it is deadly8:06for American manufacturing. You must8:08know this. China currently refineses8:11over 80% of the world's rare earth8:13magnets. Remember those? If she decides8:15to restrict export quotas on disprosium8:19and neodymium, well, American automakers8:21and aerosp or aerospace defense8:23contractors, they can't build a vehicle8:26or a missile guidance system next8:27quarter, no matter how cheap consumer8:29goods are. And finally, third, the8:31November 10th truth expiration is a8:34ticking clock. If Thursday's meeting8:36produces only photo ops rather than a8:38formal signed carveout, the statutory8:41default rate jumps automatically. So,8:44what does all of this mean for your8:46actual money? Well, if you're an8:48investor holding retail stocks, tech8:50supply chain exposure, or agricultural8:52commodities, which you probably own some8:54or all of, stop listening to the public8:58speeches. The market didn't rally the9:00other morning because inflation9:01vanished. It rallied because the trade9:04desks in New York realized Washington is9:06secretly negotiating to prevent an9:08autumn tariff spike. Audit your exposure9:11to chip names that rely on Chinese9:12assembly. And keep a sharp eye on the9:15White House briefing room on Thursday9:17afternoon because the real divide in9:19this economy is not between the hawks9:21and the doves anymore. It is between9:23what they yell on cable television to9:25sound tough and what they have to sign9:27at a band conference table on Park9:29Avenue just to keep the wheels on the9:31tank. Now, here are three things that I9:34want you to watch over the next 729:35hours. Of course, we got to start with9:37this. the draft list of that $30 billion9:40reciprocal roll back, whether Beijing9:42officially codifies the AI notification9:44pact, and of course, the body language9:47on Thursday when the two presidents sit9:49down at 1600 Pennsylvania Avenue. So,9:53your truth bomb for today is this. The9:55headlines are selling you a trade war9:57escalation, but behind closed doors on9:59Park Avenue in New York, Washington just10:02started offering a $30 billion tariff10:04retreat. Because with $100 oil and 4%10:07interest rates, they know the consumer,10:10you and me, cannot survive this bill.10:14Join me every day for Wall Street Truth10:15Bombs, where I drop them right here10:17before the market figures them
